$10k to produce an iTunes LP?

Apparently Apple are charging artists or labels $10k to produce an iTunes LP (Album download from iTunes Music Store with cover artwork, full graphical interface with extras like band photos and videos)… Or not?

Hardmac.com – Apple Does NOT Ask 10,000 USD for Adding iTunes LP Contents.

As an example, here’s a freely downloadable iTunes LP from an independent artist, Tryad over at iLongPlay.com.

Here’s a direct download link – once it’s downloaded, unzip it and drag all the files into iTunes.
